When defining PHPBB_USE_BOARD_URL_PATH, INCLUDEJS and INCLUDECSS do not use an absolute urls like other core assets. This can be annoying under many circumstances, including url rewriting but not only.

It would be great to enforce the use of PHPBB_USE_BOARD_URL_PATH for all assets, including ext ones added from within templates.
