Fall back language for extensions

      I just noticed this when I was playing around with my testboard to see if the dutch translation was anything good (am one of the translators). So I thought lets try out the new extensions.

      To be hones, it worked like a charm. However since I'm running the board on the dutch language pack, and I didn't want to translate the extension just yet, I got naturally only the language strings for it..
      So is it maybe possible to have a fallback to the english language of the extension, since it is always packaged with that language pack, in case the board standard language is not available for the extension.
      Maybe give even a notice when going to the .mods tab for the extension.

      That way the extension is usable even though it isnt translated yet. And it gives a nicer finish to the extension feature.
      It might give problems for RTL languages, but nothing major to my knowledge..

      I know the 3.1.0 is feature frozen.. So it might be something for later on.
      Just my 2 cents...
