When using emoji characters in post or topic title, it causes SQL errors. Probably affects other parts as well.

Example character: (cannot post, caused crash in Jira!!!)

SQL error:

SQL ERROR [ mysqli ]

Incorrect string value: '\xF0\x9F\x8E\xAF' for column 'topic_title' at row 1 [1366]
