Memberlist user search does not work for inactive accounts

    Error rendering 'com.atlassian.jira.jira-view-issue-plugin:details-module'. Please contact your Jira administrators.

      The user search in memberlist ignores inactive accounts. Meaning that if someone contacts an administrator for assistance (say, due to a problem activating an account), this feature cannot be used to locate the account.
