Using prosilver, when you hover over the Browse... button when attempting to select a file to attach, the cursor changes to an I beam (text insertion) cursor. In subsilver2 and other applications (e.g., phpMyAdmin, this tracker) the cursor does not change at all when hovering on a Browse button for file selection.
