New Forum permission. Only OP can view

      This improvement to the permissions system will allow

      • Creating a forum where only the creator of the topic can view the topic itself and its posts.
        This is a forum permission. So it works like any other forum permission.
      • Show or not show the last post in that forum based on that permission (needs some research)

        1.
        		 Add permission to the ACP GUI page Sub-task Closed prototech [X] (Inactive)
        2.
        		 Alter viewforum. Hide topics the user is unable to see Sub-task Closed prototech [X] (Inactive)
        3.
        		 Alter search. Only the topics and post the user is allowed to see may appear Sub-task Closed prototech [X] (Inactive)
        4.
        		 Apply template changes to subsilver2 Sub-task Closed prototech [X] (Inactive)
        5.
        		 Alter viewtopic, access denied if not allowed to view the topic Sub-task Closed prototech [X] (Inactive)
