This was actually reported by etiger13 as a comment to This was actually reported by etiger13 as a comment to bug #10992, which itself was fixed. I am posting this since it's impossible to split a "comment" from a bug. The report is as follows:

6. Important (security related) post-Install tasks for all installation methods
Once you have successfully installed phpBB3 .... Please note that until this directory is removed, phpBB3 will not operate and a warning message will be displayed. Beyond this essential deletion, you may also wish to delete the docs/ directories if you wish."
