Wrap all the globals in a proxy (in includes/compatibility_globals.php)

includes/compatibility_globals.php contains the definition of some globals used by the legacy code. Because these variables aren't used everywhere (ie: $template in the cli, $phpbb_log on the index etc...) they should be wrapped in a proxy.
