Refactor db_tools and dbal code

There are a few problems with code organisation related to DBAL etc.

Progress

1.	Create a base class where possible (e.g. mysqli.php and mysql.php)	Open	Unassigned
2.	Merge db_tools into dbal implementations	Open	Unassigned
3.	Get rid of db specific code in the application	Closed	Andreas Fischer
