Rechecking version on localhost without internet connection, results in a General Error

    Description

      Running phpbb3 on Localhost, without internet connection, displays the following info on the General Tab:
      "Failed to obtain latest version information.
      Re-Check version - More information ยป"

      Clicking Re-Check version results in a General Error:
      "General Error
      Module not accessible"
