Unable to logon to ACP when version.phpbb.com is down for maintaince (like last friday)

    Description

      The version.phpbb.com was down, this caused the ACP login to "hang".

      The problem seems to be in the function that checks for a external server, and does not handle a "downtime" gracefully. Fix included in threat.
