usedadd default timezone, language

Hello!

As I see, no matter what was set as the default language, timezone of the forum when I try to create a new user using STK, the fields language and timezone default to British English and UTC. I'd better like these fields to default to the Forum default language, and the forum default timezone (Hungarian and UTC+1 in my case). Thank you for your effort.
