Parent Forum not showing up even with forums/categories exist

I recently installed a fresh copy of phpbb and try adding a forum. I found at that the new created forum/category is not showing up unless I add an individually set permissions meaning 1 group or member at a time. I tried checking all groups but it still does not solve the problem. It is maybe happening to all forums that is new without any permissions set.
