Awkward message when config.php is missing

When config.php is missing you get the awkward "The config.php file could not be found. Click here to install phpBB." message. While this can be useful in case you accidently remove the file, the message is useless when you are actually trying to install phpBB.

I suggest redirecting to install directly.
