      Currently there is no README file in the root of the repository. This leaves people visiting the GitHub page (http://github.com/phpbb/phpbb3) puzzled. Would be nice to have a very basic README in there.

      We do have phpBB/docs/README.html, and I am not suggesting to replace or replicate that. This README file is entirely for GitHub.
