"New Topic" button title attribute mismatch in prosilver's viewforum

Both "New Topic" buttons in Prosilver have the same title attribute, although one is applied to the containing div whilst the other is applied to the <a> tag.

Ideally the second occurrence of the button should be the same as the first for consistency.
