Another duplicate accesskey: t = top and list item

Since alt+t for [*] on the posting page suddenly stopped working*, I noticed that this accesskey is also assigned to <a name="top"> in overall_header.html. One of them should be changed to a different one. See also http://tracker.phpbb.com/browse/PHPBB3-8303

*Actually after discovering the reason why it's not working anymore, I honestly wonder why it had always worked for me without any problems until now - both accesskeys haven't been changed since prosilver was released three years ago. Did someone tamper with the space time continuum recently?
