Change "system timezone" to "guest timezone" in acp, add explanation

There is some amount of confusion having to do with system and user timezone settings. This patch changes "system timezone" label to "guest timezone", which more accurately reflects what it is, and adds an explanation of the setting itself as well as how registered users set timezones.
