No provision to forward PM by email, although the permission exists

There exists a group and a user permission under the Private message tab in Advanced permission for "Can e-mail private messages. Presumably, this waqs to allow users to Forward PMs to persons not members of the board.

However, AFAICT, there is no code to implement this.
