Region specific language packs should try to use non-region specific images if available.

The current situation is that language packs, such as the English (United States) pack requires an en_us folder with the translated images inside, quite often these are forgotten or overlooked. What I propose is that language packs that target a region (for example en_us) fall back to using the images for en if the localised imageset has not been uploaded.

For example:

• en_us [English (United States)] -> en [British English]
• de_at [German (Austrian)] -> de [German]
