$user->format_date uses incorrect timezone for T

According to the date function, T when used in the format area of date() will show the current timezone. Whenever this is used in the user's custom date format, it always shows at GMT, no matter what timezone is selected in the UCP.

Please note in the image that my timezone is set to EST, the UCP timezone is EST, and the board server is CEST timezone (according to php information)
