Actually this setting is telling how many mails to store in cache/queue.php before sending out and not for defining how many addresses are put into the BCC header. If changed, then only through a new variable.

Will you add this as a new variable for RC5?
I think this will be a bigger problem in the feature when phpBB3 goes gold and will be widely used on big boards.

Many ISP don't allow more then 20bcc to prevent abuse from spammers. So this one should be changeable whiteout editing the code.

Well, this is not changeable in RC5 through the ACP and doesn't look like it'll make it to phpBB3 Gold.

I haven't add a front end option for it, I don't think we need it.

What is the purpose of adding an option that users cannot change?

Before users can edit the database, they can change the files and edit the value i think,
can't see a sense here either...

I prefer database over codebase in this case. It's clearly a configuration setting. This is probably something that should be adjustable via a yet to be implemented about:config page.

But since there is no user interface provided for this value (neither normal interface nor about:config-like) this could go into 3.1.x.

Since users are advised to change this setting on the support forums, I would suggest adding (conventional) UI for it.
