Maximum allowed recepients restriction precedence

    Description

      It seems like the lowest value of any group that you're in will be the one used, which is like a "No" permission overriding a "Yes" permission.

      For example, this is set to 5 for the Registered User group, but to 0 (unlimited) for all team members. Yet, I am still being restricted to 5.
