Atom feeds display wrong time in Outlook RSS reader

      Description

      When I enable the RSS feeds and subscribe to it through Outlook 2007. The timestamp on the RSS Article shows as the servers UTC time not as the boards timezone.

      For example. my board runs in UTC -7 (mountain) time, When i post a new topic at 15:40 MST, the RSS Article that Outlook 2007 sends says it came in at 08:40 MST.

      When I view the Topic in the forum it displays the proper timestamp of 15:40 MST.

      I have seen this reported not only with the Outlook 2007 Viewer, but also the Google reader as well as others. It seems like the RSS Articles are not putting the proper timestamp's in since they all show up as UTC time.
