Moved topics inherit permissions from the old forum

If you move a topic to a different forum some of the permissions from the old forum stick. For example: http://www.phpbb.com/community/viewtopic.php?p=11355835#p11355835
this topic was moved from phpBB Discussion where signatures are allowed, in GD signatures are disabled for registered users. The first post still contains the signature after the move.
