"Maximum Private Message recipients" value being ignored

I am trying to PM a group of about 35 people, and I have the settings for Private Message Recipients set to 0 so it is unlimited, and this setting is the same for all groups. Howver when I go to send the message, I get an error saying that I'm trying to send to too many recipients, and it trims the number of recipients down to 5
