Automatically loaded language-files for mods

It would be really nice, to have a system, that automatically loads some language-files, just similar to info_acp_*.php, but global.

Reasons why this should be done:
[list: nzwnzctd]* Most MODs adding a link to the top, need to edit the includes/functions.php just for one or two language strings.

• Features like Allow translation of Custom BBCode help messages. need an edit to the includes/functions_display.php to load the language-file everytime, the helpline is needed.
  And I guess, there are some more.
