Do not delete polls if one exists and editing user lacks permissions

Let's say I (Administrator) add a pool to a topic made by a "normal" user with no rights to create pools, but he has the right to edit his own topic, after I add the pool, if he edits his topic, let's say to correct some grammar or whatever, the pool that I(administrator) added to his topic, disappears.

And if I let's say, try to add the pool again, the options will appear duplicated, because the original options do not appear in the textbox for pool options on my edit, I add again, submit, BANG = every single option comes duplicated, to fix this I have to check delete pool , submit, and then add the pool again, it's the only way the initial options will be really deleted.
