disabling word censor

1. Allow disabling of word censors in board features.
2. Allow reg. user group to disable word censor.
3. User1 disables word censor in UCP ~ now user1 sees the uncensored words.
4. I go back and set reg usergroup to "no" for disable word censor.

user1 is still able to see uncensored word, user2 who never disabled it in UCP, sees replacement word. the option to disable is no longer in UCP.
