user_delete function in API does not delete user uploaded avatars

Is it normal for the user_delete function() in the API to not automatically call avatar_delete when deleting a user??? I'm not sure what the point would be for leaving around old avatars.

(Although unrelated to this bug report (my apologies) – how in the world does one search through bug reports? I don't see any search button on the tracker itself!)
