password changes fail if complexity is set

In the ACP -> User registration:

I have tried and set Password Settings for all the different values.

If they were different than "No requirements";
user registration, user password changing and changing user password in the ACP fails with "Warning: INVALID_CHARS_USER_PASSWORD"
