rand_seed changed serveral times per second

phpBB is changing rand_seed in the config table several times per second (up to 10x per second). That doesn't really sound right and it sucks performance wise

I'm also getting more than average reports from users that can't login, get new passwords mailed to them that don't work and that suddenly can't login with the password they have been using for years. Not sure if that's related.
