Incorrect documentation for function redirect in functions.php

The documentation for the redirect function in /includes/functions.php starting at line 1700 is incorrect.

• @param bool $disable_cd_check With the parameter set to `false`, the redirect function validates the redirect URL to make sure it goes to the board (and dies with a warning if it doesn't match). With the parameter set to `true`, the redirect function simply skips those steps.
