Update GitHub Actions configuration to resolve deprecations

GitHub Actions runs currently show quite a few warnings about deprecated functionality / code in our runs, e.g. https://github.com/phpbb/phpbb/actions/runs/3660901055

These should be resolved to prevent issues with running builds later on.
