Move post destination topic field should not be populated with a zero

When one goes to move a post to a different topic in the MCP, the field for specifying the destination topic id (or selecting a topic from the dropdown) is populated with a zero by default. This accomplishes nothing, but requires the user to delete the zero beforew entering a topic id.
