Create global template variable arrays for UCP & MCP links

We need template variables for links to each of the main tabs for the UCP and MCP to include any extended pages.

These need to be accessible to the index to be loaded as global navigation links across the entire app.

For now, we may only need the main pages, reference the attached screen grab, and not the sub-pages that are found down the left-hand side, but we may want o to consider the what-if down the road and just get them all?
