Rework merge smiles into emojis as customs emojis using a new emoji panel

remove smiles and replace them with an emoji panel. Add a custom emoji section to the panel. Reworking the new custom emojis to be rendered using the twig icon function. We will need a way to build and display an emoji panel. I will need to be performant so will have to look into how to handle that. We will need to build it ourselves to do this. It's not as easy as just loading all the emojis from iconify as that is very intense load even just as different sections. We could possibly load based on view and just load-unload a row at a time maybe? will need to test for the best way.
