Wait for postgres service to start in GitHub Actions windows builds

We currently quite often encounter the issue that the builds on windows with postgres fail due to the postgres service seemingly not starting up fast enough. Any queries to the database while the service is starting up will result in an error and the build will abort.

This can be improved by waiting for the service to start up.
