The postgres on windows builds keep failing on GitHub Actions. It seems like the most likely cause is the Antivirus software. With the current settings, the files postgres tries to access are most likely being checked at the same time.

We should therefore try to modify the antivirus behavior or completely disable it on GitHub Actions runs.
