contact_admin_acp_module migration lacks effectively_installed check

The contact_admin_acp_module migration in phpbb/db/migration/data/v310/contact_admin_acp_module.php does not include an effectively_installed() method to see if the module exists before attempting to add it. This will cause an error if that migration is run after the module has already been added.
