Bitly oauth SQL error if identifier is null

The Oauth vendor (lusitanian) it is obsolete, the native phpBB implementation of Bitly Oauth returns an sql error when the data required is null. The following PR aims to fix that SQL error in the meantime we will find a good alternative, like removing it.
