List of friends unnecessarily appears on all UCP tabs

As discussed in https://www.phpbb.com/community/viewtopic.php?f=661&t=2559226 if a member has added other member's as a Friend, the list of Friends appears on each and every UCP tab on the left side. 

When reviewing or acting on the various tabs, many do not make reference to the list of Friends, so why is this information displayed in all UCP tabs? It should allow appear when an UCP tab (or function) might make use of the Friends list information, such as when composing a PM, or changing the "Manage friends"
