Change parse option terminology/Add option in ACP to enable/disable automatic parsing URLs

Many users on my board are not programmers, and do not understand some functional terms, I've noticed the failure to use the "Do not automatically parse URLs" in posts. So I end up with broken links like http://mydomain.com.

As a result I manually changed the function so the box is checked by default and text message displays "Automatically convert URLs to links". I believe this is easier to understand for those that do not know what parse means.

Adding an option for automatic parsing in ACP would allow admins to turn parsing on and off, as needed, in each forum, much like the Notify me when a reply is posted option.
