Cannot subscribe to a currently empty forum

    Description

      The subscription feature is not available for an empty forum (forum with no topic inside them).

      It's logical that we cannot subscribe to a category, but an empty forum is generally a newly created one.

      Depending the forum name, an user could want to subscribe to an empty forum, for the future new topics.
