Add core events to core.mcp_delete_topic_modify_*

These two events allow you to check the permissions before phpbb_check_ids is called at the beginning of the function, and also allows you to modify the hidden variables and whether to permanently delete the topic(s) or not. I'm using these two to allow normal members to delete their own topics with replies.
