Notification DropDown -- notifications by moderators should be clickable and open the See ALL page.

There seems to be an issue the way the Notification DropDown feature (see picture below) behaves when the member receives a moderation notification (like when their post gets denied when they are in the Newly Registered User group).

If the message for their post denial is long, all they see is a cropped single line...  But when they try to click on the notification to read the entire message, it doesn't do anything.

I think we ought to change this function.  They should be clickable and it should open the "See All" page in their UCP.  Because even though that link is found on the footer of the Notification dropdown, they don't know that offers them the ability to see the full messages.
