Use standard SQL cache for notification types

    Description

      phpbb\notification\manager::get_notification_type_id() caches data manually. We should switch to standard SQL caching (call sql_query with second parameter) to avoid "Duplicate entry" errors which still occurs even though it has been (presumably) fixed by https://tracker.phpbb.com/browse/PHPBB3-14992
