Missing JS causes 404 page to load

A missing JS of CSS file causes the 404 page to be loaded, including all installed extensions. This could give some performance issues.

Example: https://www.phpbb.com/community/thisfiledoesnotexist.js

I think it would be better if only non existing PHP pages would display the 404 page.
