bidi.css should be a default include and not be loaded dynamically

This should never have been loaded this way, it was originally done as a workaround to ie6 way long ago. It's counterintuitive to load such a primary feature in this way and leads to minor problems with loading anyway.

Besides in the new theme bidi will be handled through mixins at an individual component level
