Disallowed username list applied when user is Founder/Full admin

My current username is xxadmin - created during phpbb install before I added a User Name restriction

'*admin*'

I now need to change it to yy_admin - but despite being a founder and full administrator, I can't do it without removing the username restriction before and adding it back after.

Can we add code to disregard the "disallow usernames" list if the user has the 'Can manage disallowed names' privilege?
